Can i still get a P Visa if i overstayed on the VWP?

It really depends on how long you overstayed. If you overstayed by at least 6 months, then you aren't currently eligible for any visa for at least 3 years. You're ineligible for 10 years after overstaying by 12 months. Even if you overstayed by less than 6 months, it is possible that you would still be denied under 214b as a intending immigrant. On the other hand, if it was just a matter of a few days, it probably wouldn't be a probelm at all for the P visa, but you won't be able to use Visa Waiver any more. From now on, you'll need some sort of visa to return to the US.
