How can I restore my toolbars?

So I had this annoying runtime error and from post I read on a forum I finally decided to reset my IE settings. I'm now unsure of how to get my toolbars back? If I right click in the toolbar area all the ones I had before are grayed out and I can't re-activate them. I know this is likely a simple fix I just don't know what it is!! Thanks in advance. Oh and they are already unlocked.
