Sewage smell coming from city basement (chicago, 4 floor apt, new construction)?

Hi, I have a terrible sewage smell coming from a room in my basement. I live in an apartment complex (bottom 2 floors) and this smell is coming from a sewage collection room under the stairs. In this room there are 2 PVC pipes running into separate tanks which are housed in the floor (the tanks have a shape similar to sump pumps with covers). The smell seems to be completely random. It doesn't smell outside/bathroom/laundry room or anywhere else besides this room (although it is extremely strong and stinks up the whole basement). Also there is no drain in the floor to put water into. If anybody knows how to get rid of this stench it would be really appreciated. Thanks
