Why do people refer to it as the AIDS epidemic rather than the AIDS pandemic?

Well AIDS isn't very prominent everywhere in the world. The US doesn't have a very high HIV/AIDS rate. it's an epidemic in Africa. If it were a pandemic, that'd mean it would be worldwide effecting people at large percentages.
