Computer power supply and computer shutdown?

okay well my computer just kept shutting off will booting up so i opened up my case and turned my computer on, well from the PSU(power suppy) its sounds like a frizzy, sizzling, and scratchy sound all at ones coming from it then it shuts down. so do you think the power supply is failing causing my computer to shut down??
