Does it sound like my baby has a cold?

my 7 month old little boy has runny nose (real goopy snot) puffy eyes which are all teary and he looks real lethargic he cant breathe through his nose and cant sleep at night. is it just a cold or should i pop him into the doctor for them to look at him? (i know doctors don't do anything for colds that's why i haven't gone yet)
