Someone moved and left the dog-My husband wants to keep it as an outside dog(we have cats)?

The SPCA is not a horrible place, yes there is euthanasia but its an easy death unlike being hit by a car or shot by the police. The pup is young and probably very cute, being a lab mix :) And has a good chance of finding a forever home.
