Why didn't homer write about hercules, theseus, or perseus instead of odyseus?

of all the greek heroes, Odysseus is the most complete depiction of the greek ideal of a man. Why aren't hercules, theseus, or perseus less suitable than odysseus of the perfect greek man? Why did Homer choose Odysseus and not one of the others?
