Can anyone reword this so i can understand what they want?

A $15 dollar non-refundable fee is required for each Money Order you are submitting a request on. NOTICE: at its discretion IPS may deduct applicable fees from your refund if the money order has not cashed and the required fee is not enclosed with your request. If the item has been cashed a photocopy of the cashed money order will not be proccessed until the request fee is required fee is recived. For you convenience you can call 1-800-xxx-xxxx to check the status of the money order.
