How do you download videos that are on a JVC camcorder tape to your computer?

I connected the camcorder to my Hp but it doesn't give me any options to download the tape to the computer. I already downloaded the CD that came with the camcorder "digital photo navigator 1.5" but again it doesn't give me any option.
