My dog hips displacia is so bad he sometime collaps when he gets up.?

he is on rimadyl it dose not seem to work anymore. his rear end collapse on him when he tries to get up. yesterday he was straining so hard to get up he was has bowel movements from his rectum. what do you think i should do.
