Why aren't all of the presidential votes tallied?

I was on USAToday's website, and the map thing said only 99% of the precincts have been counted. I looked closer, and Tallapoosa County, Alabama, Bibb County, Alabama, Macon County, Alabama, Macon County, Georgia, Bibb County, Georgia (that's right, those last two are also counties in Alabama that weren't counted), Walker County, Georgia, more than half of the counties in Washington, Erie County, New York, Dutchess County, New York, Es County, New Jersey, and Multnomah County, Oregon all have uncounted precincts.
