Why couldn't they say the Joker killed Harvey Dent in The Dark Knight?

I understand why they blamed Batman. Like Alfred said, that is what the Batman persona is for, but I just want to make sure I didn't miss something during the movie. Did something happen that would have prevented them from blaming Harvey's death on the Joker?
